Objectives
- The municipality recognises that nightlife is essential to the social cohesion, economy, diversity, creativity and, ultimately, the business climate of the modern city and acts accordingly.
- A night council representing the various scenes operating at night will be set up in the near future. This body will give both solicited and unsolicited advice to politicians.
- To gain insight into how a night council can, and should, function, the municipality of Rotterdam is collecting information from the municipality of Amsterdam and the municipality of The Hague on the past, present and future of the night council locally.
- From now on, the socio-cultural development of the city during the day will be better balanced with the socio-cultural development of the city at night.
- The removal of 24-hour licences (catering licences in category III and beyond) will stop with immediate effect.
- Suitable space for quality night catering will be sought to increase the number of catering licences in category III and beyond.
- In the event that a 24-hour category III licence and beyond is taken away, from now on real effort will be put into finding another operator to operate a category III licence at the same, or a different, location.
- There will be a single point of contact/desk for all questions regarding event and catering licences and noise pollution.
- In the short term, dialogue will be initiated. An exploratory discussion will take place by 21 March 2019, working towards a concrete plan of action to achieve the above points.
